TheAppleLounge has released a chart that shows what major features of iOS 7 are compatible with which devices from where you can find out whether your device is fully compatible with iOS 7 or partially.
In general most of older devices will not be able to run the two new features which are AirDrop and filters within the camera app.
In summary iPhone 5 and iPod Touch are the devices which are fully compatible with all iOS7 features.
